Deep Dive on ZEV Act & Regulation (Feb 25, 2026)
Overview
Highlights
On February 13, the Ministry of Environment and Climate Solutions (MECS) circulated an Engagement Paper (attached) proposing changes to legislated sales targets in the BC Zero-Emissions Vehicles (ZEV) Act, with significant implications for local government EV planning. MECS accepted feedback until March 6, 2026.
EMPN co-chairs invited staff from municipalities, regional districts, and Indigenous communities to share input to inform a coordinated EMPN submission and align messaging across local governments. A meeting was held in late February to gather feedback on the Engagement Paper, with additional input collected via email from those unable to attend.
